    Wouldn’t it make more sense for legislation to require hospitals and health systems to include at the table all their contracted physician groups when they are negotiating a reimbursement contract with a third party payor? Why are the ED docs the bad guys when the hospital/health systems are the ones making contracts that paint the patient into the corner?
